Months after a federal judge put the kibosh on President Obama’s executive amnesty for at least 5 million illegal aliens, the administration planned to circumvent the court by providing work permits to millions of aliens, legal and illegal, according to a leaked memo.

Now Republican senators want answers from Department of Homeland Security Secretary Jeh Johnson. The memo stemmed from a “regulations retreat” last June, at which DHS “immigration policy makers” discussed options for regulatory changes to Employment Authorization Documents — that is, work permits, according to Ian M.
