Finds that English is the common language of [state] and the U.S.; declares English as the official language for state business, prohibits discrimination against English speakers, provides exceptions for foreign trade, education, cultural, and all private foreign language uses; creates private right of action.

Section 404. Regulation of immigration assistance.
Restricts provision of immigration legal advice to attorneys; lists ministerial immigration-related services which non-attorneys may provide; prohibits misuse of "notary public" designation by persons providing immigrant consulting services in foreign languages; provides for penalties.
