Makes knowingly transporting, harboring, or inducement of illegal aliens to reside in [state] a felony; sets three-tier penalty provision with harsher sanctions applicable to smugglers for profit and cases of serious injury or death; establishes state forfeiture provisions similar to controlled substance forfeiture; provides for award of forfeiture proceeds to law enforcement agencies and district attorney offices responsible for prosecutions associated with alien smuggling forfeiture proceedings.

Section 102. Prohibition of non-cooperation practices by state and local government entities.
Reproduces in [state] law the provisions of the federal anti-sanctuary statutes (8 U.S.C. §§ 1373 and 1644) which bar any local government, official or agency from prohibiting or restricting in any way the ability of a law enforcement officer or official from communicating or receiving information regarding the immigration status of any person, provided such information collection or exchange is pursuant to an official action authorized by law.

Section 103. Verification of status of certain prisoners.
Requires jailers to verify immigration status of foreign prisoners detained on DUI or felony charges. Establishes a rebuttable presumption that an illegal alien is a flight risk for bond determinations in criminal cases.

Section 104. Cooperative Immigration Law Enforcement.
Requires [state] to negotiate and implement a 'Section 287g' cooperative law enforcement agreement with U.S. Department of Homeland Security to cross-designate trained state or local police officers as federal immigration enforcement officers.
