IRLI is directed by General Counsel Michael M. Hethmon.
B.A., Near Eastern Studies, UCLA, M.I.M., International Management, Thunderbird Graduate School of International Management, J.D., University of Maryland School of Law. Mr. Hethmon is a member of the Maryland Bar and has been admitted to practice before the the First, Third and Tenth Circuit Courts of Appeal and the United States Supreme Court.
Mike Hethmon specializes in the representation of the interests of United States citizens in immigration-related cases. He has published commentary and analysis on a wide range of immigration-related legal issues.
Mr. Hethmon provides technical advice in drafting effective legislative proposals to reform our immigration law to federal and state legislators. He has testified on immigration-related issues before Congress and state legislatures.
Of Counsel Kris. W. Kobach
B.A., Government, Harvard, Ph.D., Political Science, Oxford University, J.D., Yale Law School. Mr. Kobach is IRLI's expert on constitutional law. He is a member of the Kansas and Nebraska bars, and has been admitted to practice before the Third and Tenth Circuit Courts and the United States Supreme Court.
A Professor of Law at the University of Missouri-Kansas City until 2011, Kris Kobach has published scholarly articles on the relationship between constitutional and immigration law. He now serves as Secretary of State of Kansas. During 2001-2003, Mr. Kobach served as counsel to U.S. Attorney General John Ashcroft. He was the Attorney General's chief advisor on immigration law.
Staff Attorney, Garrett R. Roe
B.S., Business Management, Central Missouri State University, J.D., University of Missouri-Kansas City School of Law. Mr. Roe is a member of the Missouri Bar and admitted to practice before the First and Tenth Circuit Courts.
Garrett Roe focuses on matters involving basic and complex immigration-related litigation. Mr. Roe also focuses on constitutional issues arising out of state and local legislation.
Staff Attorney, Monique A. Miles
B.A., Foreign Affairs and Philosophy, University of Virginia; J.D., Regent University School of Law. Ms. Miles is licensed to practice law in the Commonwealth of Virginia and the District of Columbia.
Monique Miles focuses on immigration-related matters involving employment discrimination and retaliation, civil rights, Freedom of Information Act (FOIA) and Administrative Procedure Act (APA) litigation. She is also responsible for IRLI's agency regulatory oversight program. Prior to joining IRLI, Ms. Miles interned at the Board of Immigration Appeals.
