IRLI is directed by Garrett R. Roe

B.S., Business Management, Central Missouri State University, J.D., University of Missouri-Kansas City School of Law. Mr. Roe is a member of the Missouri Bar and admitted to practice before the First, Third, Eighth and Tenth Circuit Courts.

Garrett Roe focuses on matters involving basic and complex immigration-related litigation. Mr. Roe also focuses on constitutional issues arising out of state and local legislation. 

IRLI Senior Counsel Michael M. Hethmon

BA, Near Eastern Studies, from UCLA, an MIM, International Management, from Thunderbird Graduate School for International Management, and a JD, from the University of Maryland School of Law.  Mr. Hethmon is a member of the Maryland bar and is admitted to practice in Maryland federal district courts, the federal appeals courts for the First, Third, Fourth, Ninth and Tenth Circuits, and the United States Supreme Court.

B.A., Government, Harvard, Ph.D., Political Science, Oxford University, J.D., Yale Law School. Mr. Kobach is IRLI's expert on constitutional law.  He is a member of the Kansas and Nebraska bars, and has been admitted to practice before the Third and Tenth Circuit Courts and the United States Supreme Court.
